I. SERVICES OVERVIEW
The Town of Southwest Ranches is requesting proposals from individuals or firms to update the Town’s Comprehensive Plan including incorporating the Evaluation and Appraisal Report (EAR) based amendments into the plan. The Town of Southwest Ranches adopted its first Comprehensive Plan in 2003 and amended it in 2004 and 2005; and, the Town was required to prepare an Evaluation and Appraisal Report of its Comprehensive Plan. On April 11, 2008, the Department of Community Affairs found the Town’s Evaluation and Appraisal Report to be sufficient. The Town seeks the services of a professional urban and regional planning firm to update the Comprehensive Plan including incorporating the Evaluation and Appraisal Report based amendments as mandated by Florida Statute (FS) Chapter 163.
II. RESPONSE REQUIREMENTS
Copies of the RFP may be obtained at Town Hall, Office of the Town Clerk, 6589 SW 169 Avenue, or by calling (954) 434-0008.
Respondents are required to submit six (6) hard copies of their proposal AND 1 CD containing the entire contents of the proposal (preferably in PDF or TIF format). Response packages must be SEALED and CLEARLY MARKED “REQUEST FOR PROPOSALS (RFP) FOR COMPREHENSIVE PLAN UPDATING & EAR AMENDMENT SERVICES”. Facsimile and electronic mail responses will not be accepted. No bids will be accepted after the opening date and time referenced above, and will be returned, unopened, to the respondent. All questions regarding the RFP must be submitted in writing to the Town Clerk either via e-mail at sowens@swranches.org, or via facsimile at (954) 434-1490. Each respondent is solely responsible for satisfying any and all requirements specified in this request and in the RFP.
III. SELECTION PROCESS
At the opening date and time referenced above, the Town Clerk will publicly open and read aloud the names of all respondents. All respondents are invited to attend the opening. The Town will evaluate all proposals utilizing a Selection & Negotiations Committee (SNC) process. The SNC will evaluate and rank the proposals received in accordance with the criteria listed within the RFP and the Town’s procurement code. The SNC may require an interview or presentation to assist them in their evaluation of the services and prices being offered.
